SENDAI, Japan (AP) ? About a quarter of the $148 billion budget for reconstruction after Japan's March 2011 tsunami and nuclear disaster has been spent on unrelated projects, including subsidies for a contact lens factory and research whaling.

The findings of a government audit buttress complaints over shortcomings and delays in the reconstruction effort. More than half the budget is yet to be disbursed, stalled by indecision and bureaucracy, while nearly all of the 340,000 people evacuated from the disaster zone remain uncertain whether, when and how they will ever resettle.

Many of the non-reconstruction-related projects loaded into the 11.7 trillion yen ($148 billion) budget were included on the pretext they might contribute to Japan's economic revival, a strategy that the government now acknowledges was a mistake.

"It is true that the government has not done enough and has not done it adequately. We must listen to those who say the reconstruction should be the first priority," Prime Minister Yoshihiko Noda said in a speech to parliament on Monday.

He vowed that unrelated projects will be "strictly wrung out" of the budget.

But ensuring that funds go to their intended purpose might require an explicit change in the reconstruction spending law, which authorizes spending on such ambiguous purposes as creating eco-towns and supporting "employment measures."

Among the unrelated projects benefiting from the reconstruction budgets are: road building in distant Okinawa; prison vocational training in other parts of Japan; subsidies for a contact lens factory in central Japan; renovations of government offices in Tokyo; aircraft and fighter pilot training, research and production of rare earths minerals, a semiconductor research project and even funding to support whaling, ostensibly for research, according to data from the government audit released last week.

A list of budget items and spending shows some 30 million yen ($380,000) went to promoting the Tokyo Sky Tree, a transmission tower that is the world's tallest freestanding broadcast structure. Another 2.8 billion yen ($35 million) was requested by the Justice Ministry for a publicity campaign to "reassure the public" about the risks of big disasters.

Masahiro Matsumura, a politics professor at St. Andrews University in Osaka, Japan, said justifying such misuse by suggesting the benefits would "trickle down" to the disaster zone is typical of the political dysfunction that has hindered Japan's efforts to break out of two decades of debilitating economic slump.

"This is a manifestation of government indifference to rehabilitation. They are very good at making excuses," Matsumura told The Associated Press.

Near the crippled Fukushima Dai-Ichi nuclear plant, where the tsunami set off the worst nuclear accident since the 1986 Chernobyl accident, recovery work has barely begun.

More than 325,000 of the 340,000 people who had to flee tsunami-hit areas or the evacuation zone around the nuclear plant remain homeless or away from their homes, according to the most recent figures available.

In Rikuzentakata, a fishing enclave where 1,800 people were killed or went missing as the tsunami scoured the harbor, rebuilding has yet to begin in earnest, says Takashi Kubota, who left a government job in Tokyo in May 2011 to become the town's deputy mayor.

The tsunami destroyed 3,800 of Rikuzentakata's 9,000 homes. The first priority, he says, has been finding land for rebuilding homes ? on higher ground. For now, most evacuees are housed, generally unhappily, in temporary shelters in school playgrounds and sports fields.

"I can sum it up in two words ? speed and flexibility ? that are lacking," Kubota said. Showing a photo of the now non-existent downtown, he said, "In 19 months, there have basically been no major changes. There is not one single new building yet."

The government has pledged to spend 23 trillion yen ($295 billion) over this decade on reconstruction and disaster prevention, 19 trillion yen ($245 billion) of it within five years.

But more than half the reconstruction budget remains unspent, according to the government's audit report.

The dithering is preventing the government, whose debt is already twice the size of the country's GDP, from getting the most bang for every buck.

"You've got economic malaise and political as well. That's just a recipe for disaster," said Matthew Circosta, an economist with Moody's Analytics in Sydney.

Part of the problem is the central government's strategy of managing the reconstruction from Tokyo instead of delegating it to provincial governments. At the same time, the local governments lack the staff and expertise for such major rebuilding.

The government "thinks it has to be in the driver's seat," Jun Iio, a government adviser and professor at Tokyo University told a conference in Sendai. "Unfortunately the reconstruction process is long and only if the local residents can agree on a plan will they move ahead on reconstruction."

"It is in this stage that creativity is needed for rebuilding," he said.

Even Sendai, a regional capital of over 1 million people much better equipped than most coastal communities to deal with the disaster, still has mountains of rubble. Much of it is piled amid the bare foundations, barren fields and broken buildings of its oceanside suburb of Arahama.

Sendai quickly restored disrupted power, gas and water supplies and its tsunami-swamped airport. The area's crumbled expressways and heavily damaged railway lines were repaired within weeks.

But farther north and south, ravaged coastal towns remain largely unoccupied.

More than 240 ports remain unbuilt; in many cases their harbors are treacherous with tsunami debris.

Like many working on the disaster, Yoshiaki Kawata of Kansai University worries that the slow progress on reconstruction will leave the region, traditionally one of Japan's poorest, without a viable economy.

"There is almost no one on the streets," he said in the tiny fishing hamlet of Ryoishi, where the sea rose 17 meters (56 feet). "Building a new town will take many years."

Even communities remain divided over how to rebuild. Moving residential areas to higher ground involves cumbersome bureaucratic procedures and complicated ownership issues. Each day of delay, meanwhile, raises the likelihood that residents will leave and that local businesses will fail to recover, says Itsunori Onodera, a lawmaker from the port town of Kesennuma, which lost more than 1,400 people in the disaster.

"Speed," he says, is the thing most needed to get the region back on its feet.

What does your company do?

I help my clients tell their stories through marketing and communications copywriting, book ghostwriting, and book manuscript editing. Good marketing boils down to good storytelling.

I?ve studied a lot of literature, so I know what makes a book more sound from a literary standpoint. My solid background in marketing allows me to help my clients who are writing books to also make those books more marketable?which is exactly the types of books publishers are seeking! I work with my authors to help them develop a marketing plan for their books and determine which type of publisher they should seek. And if they?re using those books to market their businesses or some other product, my marketing skills are essential for them.

These skills are also quite useful when it comes to developing copy for my marketing clients. I help them define their target markets and write copy custom tailored to appeal to their prospects. This takes a lot of time and effort, but the results are worth it. That?s why quality copywriting is not cheap!

Was there a specific turning point when you realized your business was moving to the next level?

After having spoken at a few writers? conferences and working with several authors on their books, I started to develop a good reputation as an outstanding ghostwriter and book editor. Word of mouth and the posts I?d put up online started to drive business my way. I no longer had to go out and seek it! That was when I knew I might be onto something here.

What processes or procedures have you implemented that have helped grow your company?

I have broken my editing down into three levels, each clearly defined. While other editors offer different types of editing as well, my three-tiered system combines some of those in each edit to give the client a little more for the money. Part of the reason I do this is that I can?t stop myself from noting minor errors when I?m editing for larger ones, but it also gives the clients an opportunity to learn from their mistakes during the first edit, and hopefully yields a cleaner manuscript for the second draft.

And after my first ghostwriting client stiffed me for the final payment, I implemented a policy of not delivering a manuscript until I?m paid for the work!

What is most rewarding about running your business?

It?s always great when I see a client?s book in print and know that I?ve had a hand in helping them get there! I help them promote their work through all my social networking and blogging efforts. And it?s nice when an author tells me that I?ve helped them improve their book?especially when I work with authors who have been published before. They know the difference, whereas sometimes a first-time author doesn?t. So their feedback means a lot to me.

What challenges have you faced and how have you overcome them?

The writing and editing business is feast-or-famine when it comes to revenues. Because it?s project work, you?ve always got to be filling the sales funnel to keep more work coming to you, timing it right so that you can finish one project before the next one is ready for you. And the projects always seem to come in clumps. I?ve had to turn down business before, or put off clients because I simply didn?t have time to edit or ghostwrite their manuscripts. Then there have been other times when I?d go months without revenues because no new projects were coming my way. So timing your work properly to keep a consistent flow is an ongoing challenge.

The best way I?ve found to do it is to make sure that you keep a good flow of inquiries coming in, and have a good backup network of folks to whom you can sub-contract some of the work if you get overloaded. That?s tricky because this business depends greatly on your specific skills. If you?re good, sometimes it?s hard to find people who have the same skill set and level of skills as yours. So finding those people is like finding gold!

If you were starting over today, what would you do differently?

I would wish that I?d had a guideline like my own e-book series, ?A Professional Writer?s Ladder to Success? ? it walks you through planning for, launching, and running a successful writing business. I?ve released 8 books in the series so far, each fairly short and with worksheets that help readers construct their own ?Ladder to Success Action Plan.? Each builds on the ones before it. Eventually, there will be 40 books in the series, each focusing specifically on one aspect of the business and examining it through the lens of my experience and the opinions of experts in that field. Several more of them are partially written and just waiting to be finished?but I?ve had too much other work lately to get back to them! Someday?

What advice do you have for other business owners?

Plan carefully. Understand that revenues always are lower and take longer to come than you thought they would, and that expenses are always higher and come more quickly than you thought they would. So when you?re planning, underestimate revenues and overestimate expenses. Pay attention to your financials, even when it?s painful to do so.

Understand your strengths and weaknesses. Pick an area of strength on which to focus your skills, and don?t let other types of work distract you, even if you have the capability to do those types of work. At first, you?ll need to take any kind of work that comes your way. But as your business grows, you?ll find that you?re more inclined to seek out a certain type of work, either because it pays better or you enjoy it more. Don?t resist that tendency; it?s the niche on which you need to focus to grow your business. There are lots of ways for writers to make a living, so let your natural tendencies be your guide.

And keep your skills up to date, as things are always changing. If you remain stagnant and are relying on outdated skills, you?ll quickly be overtaken by your competitors as your industry changes. Try to attend some type of training or a speech at least once each quarter to keep an aspect of your skills fresh and evolving.

Please list any favorite books, tools or resources (software, website, etc.) you would recommend for others:

Writer?s Market is essential for any writer, along with other resources like the AP Stylebook, the Chicago Manual of Style, and a few basic grammar and style reference books. Many of these are now available online, so the information is always updated.

Writer?s Digest magazine also has a lot of good information in it, along with workshops and reference books that are good to have on hand. They have e-newsletters, as well. MediaPost also has a number of e-newsletters on various types of news, marketing, PR, and online writing if you?re working in those areas.

Most good writers are avid readers already and tend to have lots of books. You?ll refer to a lot of those books from time to time in your business, so it pays to have a good library of both printed and e-books so you know what?s selling and how to properly format your work for clients.

What is something that people might be surprised to learn about you?

I rarely ever read fiction any more! Although I edit a fair amount of it, it?s just not something that appeals to me to read. I prefer biographies or history, and actually rarely have time to read any books these days. Most of my reading is confined to articles in magazines or online. If I?m not being paid to read a book, chances are it?s not on my radar screen.

Is there anything else you would like to add?

Everybody has a Hollywood image of what it?s like to be a professional writer. And while that?s not impossible to achieve, it?s certainly not the norm for most of us, nor does it come overnight. This can be a very rewarding career if you?re a natural writer. Just make sure you plan well and be prepared to invest a lot of hours of hard work into building your skills and your business?and eventually you?ll get there.

Kyle Wood Assault 'Unfounded,' As Wisconsin Volunteer Recants ...

A former full-time volunteer for Wisconsin state senator and U.S. House candidate Chad Lee (R) recanted his claim Monday that he had suffered a beating and threats for his sexuality and political affiliation. Kyle Wood, 29, had originally reported to the Madison, Wis., police that a man had broken into his apartment and proceeded to assault and threaten him on Oct. 24.

"I was getting ready for work and there was a knock at the door," Wood said in an email to The Daily Caller. "I opened it, and a guy wrapped a ligature around my neck, slammed my head into the doorway, and smashed my face into a mirror, telling me 'You should have kept your [f****t] mouth shut.'"

He also said that someone had vandalized his car earlier that week, spray-painting it with abusive comments like "house-trained republican f****t" and "traitor."

Wood had worked full-time for Lee's campaign as the Republican candidate runs for the House seat left vacant by outgoing Rep. Tammy Baldwin (D-Wis.). Lee's opponent, state Rep. Mark Pocan (D), is openly gay and holds a substantial cash advantage.

The story, which the right-leaning Daily Caller first reported on Oct. 25, spread to the state media and across the Internet. Wood gave interviews to local talk show host Vicki McKenna and Milwaukee Journal Sentinel columnist Christian Schneider. The Journal-Sentinel has since removed the interview from its site.

Lee's campaign confirmed that it would no longer employ Wood after learning of his reversal.

"A deeply troubled volunteer misled police, news outlets and our own team in regards to events that he alleged," the campaign said in a statement released Monday.

Wood has refrained from commenting since his interview with the police on Monday afternoon. Following that meeting, the police department updated its incident report to reflect that the previously reported claim was "unfounded."

Madison Police Capt. Joe Balles notes that the Republican staffer could face criminal prosecution for the false reporting of a hate crime, but that the department also does not want to deter residents from coming forward in the future.

"We're in the victims business," Balles told Isthmus, an alternative Wisconsin newpaper. "We really need victims to come forward. We don't take matters like this lightly."

When Wood first contacted The Daily Caller with the story, he submitted photos detailing the injuries he sustained to his face and neck. It is unclear whether Wood inflicted the injuries on himself or if he simply made up the political backstory to an unrelated violent act.

The issue of falsely reported hate crimes also came into play before the 2008 presidential election. In October of that year, a Republican campaign volunteer for Sen. John McCain (R-Ariz.) carved a backwards "B" into her own cheek and told police that a black man had done it after seeing her McCain bumper sticker.

An Indiana University study has found that women undergoing in-vitro fertilization report that the process of infertility treatment has many negative impacts on their sexual relationship with their partner. Little attention has been given to the sexual dynamics of couples as they navigate infertility and treatments such as IVF, despite the important role that sex plays in a couple?s attempt to conceive a child.

?Sex is for pleasure and for reproduction, but attention to pleasure often goes by the wayside for people struggling to conceive,? said Nicole Smith, a doctoral student with the Center for Sexual Health Promotion at the IU School of Public Health-Bloomington. Smith is conducting the study in collaboration with Jody Lyne? Madeira, associate professor in the IU Maurer School of Law.

Oocyte granulosa cells 150x150 During IVF, sex and satisfaction can suffer ?With assisted reproductive technologies (ART), couples often report that they feel like a science experiment, as hormones are administered and sex has to be planned and timed. It can become stressful and is often very unromantic and regimented; relationships are known to suffer during the process.?

This study, which is one of the first in the United States to examine women?s sexual experiences while undergoing assisted reproductive technologies, used the Sexual Functioning Questionnaire to assess the impact of IVF treatment on couples? sexual experiences. Compared to a sample of healthy women, women undergoing IVF reported significantly less sexual desire, interest in sexual activity and satisfaction with their sexual relationship. They had more difficulty with orgasm and were more likely to report sexual problems such as vaginal pain and dryness. Similar to emotional and relationship challenges associated with assisted reproductive technologies, the sexual problems intensified as a couple?s use of ART proceeded.

When couples meet with their physicians, their sex life might not top the list of issues they want to discuss, either because of unease talking about the subject or simply because they have so many other important issues to discuss. Still, Smith and Madeira say, the doctor-patient relationship is key, and couples can be told up front about the potential sexual side effects and resources that can help. If they have issues with dryness, for example, they could be counseled on remedies such as purchasing lubricant or other sexual enhancement products. In addition to referring couples to mental health counselors, reproductive endocrinologists could also refer them to sex therapists.

?There?s just a dearth of knowledge on how infertility affects sexual behavior,? Madeira said. ?The focus is more likely to be on the social and support dimensions of the relationship, but sex is a big part of that. Just letting patients know they aren?t alone in this would be helpful.?

If more information about sexual challenges becomes available, couples might find it on their own.

?Women interested in ART are generally well-educated and tend to spend time researching these issues,? Madeira said. ?They would be very responsive to this information, and proactive.?

The study involved 270 women who completed an online questionnaire; interviews with 127 men and women using IVF to try to conceive; and interviews with 70 professionals, including physicians, nurses, mental health experts and other providers who work directly with patients.

IVF is a procedure in which mature eggs are retrieved from a woman?s ovaries and fertilized by sperm in a lab, forming embryos. The embryo(s) are then implanted in the woman?s uterus. It is considered an effective procedure but one that is used after couples try several other less invasive procedures. By the time couples begin IVF, they might have been trying to conceive for many years. Nine percent of the women in their study had been through five IVF cycles, which could take at least a year.

Here are some of their other findings:

  • Women who reported being sexually active with a partner in the past month also were more likely to engage in masturbation and report fewer sexual problems.
  • The women reported similar problems with sexual function regardless of the type or source of infertility involved: male factor, female factor, or both male and female factor.
  • Hormonal treatments used in assisted reproductive technologies likely affect women?s sexual experiences and pain, but these effects are not as well understood and receive less priority than other conditions, such as heart disease and cancer.

Smith will discuss ?Utilizing Assisted Reproductive Technologies and the Impact on Sexual Function: Validating the SFQ Among a Sample of Infertile Women,? at 7:30 p.m. EDT Tuesday, Oct. 30. The research was supported in part by the Kinsey Institute for Research in Sex, Gender and Reproduction, the IU School of Public Health-Bloomington, and the Faculty Research Support Program in IU?s Office of the Vice Provost for Research.

(CNN) -- Three people washed off their crippled ship and engulfed by Atlantic waters roiled by Hurricane Sandy scrambled for help on Monday, the U.S. Coast Guard said, but only one of them made it to safety.

When the HMS Bounty's crew members realized their lives were in danger off the North Carolina coast in the dark morning hours, they made a short journey they hoped they'd never have to take -- to two waiting life rafts.

But only 13 of the 16 people aboard got off the ship safely, initially, and only one of the three washed overboard made it into a raft, Coast Guard Vice Adm. Robert Parker told CNN. That left rescuers scrambling to find them in the frenzied ocean, Parker said.

One of them -- the Bounty's longtime captain, Robin Walbridge -- remained missing as night approached Monday, said Lt. Mike Patterson, a Coast Guard spokesman. The body of the second, deckhand Claudine Christian, was found Monday evening, the Coast Guard announced.

The ship was built for the 1962 film version of "Mutiny on the Bounty," starring Marlon Brando, and appeared in the 2006 blockbuster "Pirates of the Caribbean: Dead Man's Chest." It was once owned by America's Cup winner and CNN founder Ted Turner, who acquired it in 1986 along with the rights to the MGM film library.

The 180-foot, three-masted ship, a replica of the famous British vessel, foundered about 90 miles off North Carolina as Sandy's fury churned the Atlantic into 18-foot seas, its owner, Bob Hansen, told CNN affilliate KUSA.

Hansen said Walbridge was attempting to head east, away from the hurricane, when the ship began taking on water.

"At that time it wasn't considered an emergency, even though they had several feet of water inside the boat," Hansen said. "She's a very large ship, and that little bit of water really does not do anything to her. But somehow we lost power in our generator and in our main engines, and as a result, we could not pump any water out of the boat."

As the waves continued to batter the ship, "it just got to the point where she couldn't stay afloat anymore."

CNN meteorologists say the water temperature varies greatly in that part of the ocean because of the gulf stream. So the water could be anywhere from 50 to 64 degrees Fahrenheit.

All of the crew members were wearing orange survival suits with strobe lights designed to keep them afloat, warm and easy to find.

"But in these conditions, it's very problematic," Parker said, adding that a timely deployment of search-and-rescue aircraft and ships gives the missing a chance.

A C-130 aircraft and a helicopter have been monitoring the area around the shipwreck. Two Coast Guard cutters were en route to the scene to help with search-and-rescue, with one expected to arrive later on Monday and the other expected on Tuesday, Parker said.

Coast Guard helicopters plucked 14 people out of two lifeboats around 6:30 a.m., Petty Officer Brandyn Hill said.

"The first guy we pulled up, he was really happy to see us. That's for sure," said Aviation Survival Technician 2 Randy Haba, a Coast Guard rescue swimmer. "We got him up there, and he was all excited and saying, 'That's a good job,' and everything was great. He was just a little cold, but he was good to go."

The life boats were designed to hold 25 people and had canopies for shelter against pelting rain and winds.

All of those rescued arrived at the Coast Guard air station in Elizabeth City, North Carolina, and were in good health, Parker said. Initial reports said 17 crew members were aboard, but the Coast Guard later corrected that number.

The Coast Guard said it has "diminished search-and-rescue capabilities" as Category 1 Hurricane Sandy batters the U.S. East Coast. More sea rescues prompted by Sandy were reported in Delaware Bay.

"Among the many troubling reports on the devastating impact of Hurricane Sandy, I am deeply saddened to hear that the HMS Bounty was overtaken by the storm," Turner said in a statement Monday night. "As a sailor and former owner of the Bounty, my heart goes out to the families of the missing crew members, and I am truly hopeful for their safe recovery."

The ship departed New London, Connecticut, for St. Petersburg, Florida, on October 25, according to the ship's Facebook page. Facebook postings bearing that date say things such as "I'm sure that Hurricane Sandy will be a major consideration when Bounty leaves for St. Petersburg later today," and "Bounty will be sailing East out to sea before heading South to avoid the brunt of Hurricane Sandy."

The ship was scheduled to arrive at the Pier in St. Petersburg as early as November 7 for a public display on November 10 and 11, the Pier's general manager, Carol Everson, said Monday. The St. Petersburg/Clearwater Area Convention and Vistors Bureau is promoting "The HMS Bounty Returns To The Pier" on its website.

Everson said it's hard to believe the Bounty, which has docked in St. Petersburg for long stretches since the 1970s, is buried under the ocean.

"It had such a history, not only because of 'Mutiny on the Bounty,' but it's been a great part of St. Petersburg for so many years. It's going to be missed," Everson said. "It had a majestic look with its tall masts. It had an aura about it."

While following the ship's Facebook timeline, you can read a mixture of trepidation and attempts at soothing fears.

On Saturday, this post appeared: "Bounty's current voyage is a calculated decision... NOT AT ALL... irresponsible or with a lack of foresight as some have suggested. The fact of the matter is... A SHIP IS SAFER AT SEA THAN IN PORT!"

No one responded to the contact e-mail or phone number listed on the ship's website and Facebook account.

Sandy is evoking memories of the "nor'easter" that struck off New England in 1991 and inspired the best-selling book and movie "The Perfect Storm."

Ray Leonard, who survived that storm on his sailboat before the Coast Guard rescued him, said being besieged by high winds and waves can be exhausting, but sometimes sailors just have to deal with that physical discomfort.

"You don't really have time to think about much outside, because there's always about six jobs that need doing," Leonard said Monday.

Leonard said he never felt terribly vulnerable in '91. However, he said, Hurricane Sandy's immensity poses more of a quandary for sailors.

"The one I was in was different, because you could do something. In Sandy, you can't do much," Leonard said.

Storm leads companies to postpone earnings reports

NEW YORK (AP) ? A number of major U.S. companies postponed quarterly earnings reports scheduled for Monday, as Hurricane Sandy barreled into the East Coast and caused the first unplanned shutdown of financial markets since 2001.

Pfizer Inc., Thomson Reuters Corp. and NRG Energy Inc. are among those holding financial reports until later this week. Pfizer and Martha Stewart Living Omnimedia Inc., which were due to report Tuesday, will announce results Thursday. Thomson Reuters, also originally scheduled for Tuesday, will report Friday. NRG and McGraw-Hill Cos. will also report on Friday instead of Wednesday.

More companies delaying their announcements:

? Power provider Entergy Corp. will report on Nov. 5 instead of Tuesday.

? Biopharmaceutical Acorda Therapeutics Inc. will report results on Wednesday instead of Tuesday.

? Maintenance products distributor MSC Industrial Direct Co. will report results on Wednesday instead of Tuesday.

? Mortgage insurer Radian Group Inc. will report earnings on Thursday instead of Tuesday.

? Rudolph Technologies Inc., which makes measurement and process control software, will report results on Wednesday instead of Monday.

? Satellite radio provider Sirius XM Radio Inc. will report on Thursday instead of Tuesday.

Other companies, including Burger King Worldwide Inc. and MasterCard Inc., are reporting as planned. Luggage maker Tumi Holdings Inc. said it will report its third-quarter results on Monday, but canceled its scheduled conference call because of Sandy.

Flooring and ceiling maker Armstrong World Industries Inc. posted its third-quarter results, but rescheduled its conference call to a later date.

Liberty Mutual Holding Co. canceled its conference call scheduled for Tuesday and said its financial results will be available on its web site as soon as possible.

The New York Stock Exchange, Nasdaq and CME Group in Chicago are closed Monday and it appears increasingly likely they will close Tuesday as well. Trading on the NYSE was last closed on Sept. 11, 2001. The last time it closed for a weather event was in 1985, when Hurricane Gloria hit the East Coast.

If the exchange stays closed Tuesday, it would be the first weather-related consecutive-day closing since 1888, when a blizzard left drifts of snow as high as 40 feet in New York.

Hurricane Sandy strengthened before dawn Monday and stayed on a predicted path toward Washington, Baltimore, Philadelphia and New York ? putting it on a collision course with two other weather systems that would create a superstorm with the potential to wreak havoc over an 800-mile area, from the East Coast to the Great Lakes.

Parts of lower Manhattan near the Financial District are under mandatory evacuation orders. By midday Monday water from New York harbor was already coming over barriers at Battery Park, just south of the New York Stock Exchange.

Those conditions are expected to worsen over the next two days as the storm surge intensifies.

Hurricane Sandy sunk a tall ship off the coast of Hatteras, N.C. The Coast Guard was able to rescue 14 people but two remain missing. Watch raw video of the rescue.

Updated at 1:33 p.m. ET:?A search was under way Monday for two crew members of the stricken ship HMS Bounty, which sank off the coast of North Carolina after it was caught in Hurricane Sandy, the U.S. Coast Guard said.?Earlier Monday, two Coast Guard helicopters rescued 14 people from life rafts after they were forced to abandon ship.

"It appears that two crew members didn't make it onto the life rafts," Coast Guard spokesman Lt. Michael Patterson told NBC News. The Coast Guard was speaking with the rescued crew members to find out more details.


Coast Guard rescue pilot Lt. Jenny Fields told NBC News that the operation was a "challenging hoist" but that she was lucky to have a "skillful crew" on her Jayhawk helicopter.

Fields said the crew appeared in "good spirits" and those rescued were "happy to be able to relax."

'It was huge out there'
Coast Guard rescue swimmer Randy Haba helped pluck several crew members off a 25-foot rubber life raft. He was also lowered to a crew member floating in the water alone. He wrapped a strap around his body, and raised him to the chopper.

"It's one of the biggest seas I've ever been in. It was huge out there," Haba told The Associated Press.

The two missing crew members were wearing survival suits designed to help keep them afloat and protected from cold waters for up to 15 hours, but so far the Coast Guard has not seen any sign of them.

The 180-foot, three-mast ship issued a distress signal late Sunday after taking on water, the U.S. Coast Guard said in a release.

The director of the HMS Bounty Organization, Tracie Simonin, said the ship -- which was built for the 1962 Marlon Brando movie, "Mutiny on the Bounty" --?had left Connecticut last week en route for St. Petersburg, Fla.

"They were staying in constant contact with the National Hurricane Center," she said. "They were trying to make it around the storm."

After receiving the distress signal, the Coast Guard sent out an aircraft to speak with the crew, which reported that the vessel was taking on water and had no propulsion.

The rescue took place in winds of 40 mph and 18-foot seas about 90 miles southeast of Cape Hatteras, N.C.

Those rescued were taken to Elizabeth City, N.C. Most of the crew were in their 30s, although one man appeared to be in his 70s, Coast Guard officials said.?

The mother of one of the crew members said she had talked to her daughter after the rescue. Mary Ellen Sprague said her 20-year-old daughter Anna Sprague had been aboard the HMS Bounty since May. The ship was going to spend the winter in Galveston, Texas.

Sandy strengthens as it bears down on eastern US

"She was probably the youngest member of the crew," Mary Ellen Sprague told the AP.

She said she had not learned many details yet because her daughter, normally talkative and outgoing, was being uncharacteristically quiet.

She was upset because the ship's captain and another crew member were still missing, Sprague said from her home in Savannah, Ga.

Glimpse into maritime history
The Bounty makes frequent trips around the country, offering a glimpse into maritime history, according to the ship's website, which appeared to be down Monday. It was originally a British transport vessel, and the replica has appeared in several films, including the 2006 movie "Pirates of the Caribbean: Dead Man's Chest," with Johnny Depp. Its last stop before its winter hiatus in Galveston, Texas, was to be in St. Petersburg, Fla., on Nov. 10.
